Narratives are extremely short.  I remember this same comments from last year's application also.  Needs more DETAIL.

Accessibility narrative could be expanded upon also.

Offering free concerts in accessible locations in Miami Dade County, the Alhambra Orchestra is often the first orchestral performance for experience residents - especially those from low-income communities. Its work with and for children is commendable. 

Concert quality is good and certainly above what one expects from orchestras with a predominately amateur-volunteer personnel, because these grants support modest per-service fees for key instrumentalists, section leaders, and music director.  Its programming is varied and its history of collaborations broadens the repertoire that they are able to present.

If you haven't, you might consider Facebook ads for marketing. They are very inexpensive.
