This is a good project which will certainly benefit the experience of those attending the concert hall. This is a well-written grant with appropriate support material. And this is obviously a wonderful facility which performs a valuable role. However...It is important to have more than one donor even if that donor is the Foundation which presumable has multiple donors. When public money is requested, an organization needs to be just as meticulous in identifying the breadth and depth of the donor base as they are in specifying the nuts and bolts of construction. And I believe that each project should include a fundraising campaign specific to that project.
Davis LaVon Bracy - Score: 87.000
This project has high community impact. The goal of presenting arts for free and to an underserved community is commendable. The need for this lift system is satisfactory at best. Although it would be a great addition it does not present as an absolute necessity to the operation of the Center.

It is very difficult to find any problems in this grant. The presentation is clear, concise and modest. Clearly the project is a much needed improvement in Florida's showcase concert hall. |

Clear scope statement for the application. This grant fits in with the stated goals of the grant program. Is the project timeline shown in the application for the full project or just the first phase? Work details with timelines of completion targets for all phases of work would have been helpful. Would have liked to see a local fundraising campaign as part of this overall effort. Also letters from those who have been negatively affected by the current setup. How will this project impact the community? The center has been operating successfully for 12 years without the lifts. I understand the want, just don't see a need that will greatly impact the community.
McMath Hope - Score: 79.000
Would like more information about who makes up the match. I understand it is part of a fund at the center, but this question is intended to show community buy in. There is a statement that such a project can't attract donor support, which is not necessarily true. Regardless, having a better description of the donor base represented by the match would be helpful. A bit concerned that something value engineered out of a very large budget project is now showing up on the plate of the state. I do appreciate the need for this to better the audience experience and reduce staffing. It just is not as compelling a need as is intended in this grant category. The projected budget, that shows all categories flat for '18-'20 is not real budgeting and as a result raises flags for the legitimacy of the information throughout the grant. Also, is investment revenue really jumping from $353k to $4million. Truly great programming and diversity unrivaled by other applicants. Excellent support letters. |

In contrast to other requests $131,549 probably doesn't seem like a very big request. However, for an entity with a budget of over $40 million I don't think it necessary for the state to pay for this upgrade. Miami-Dade County is home to over 2.7 million people and the Miami-Dade Performing Arts Centers claims over 12 million attendees each year. I think the City and this organization can afford this renovation without state funds.
