I believe this is a City and not a non-profit applying for the funds. I strongly believe that before state funds are awarded that an arts organization should go to the community for funds and demonstrate buy-in from individual donors. A porte cochere and a lobby are wonderful vehicles for donations with opportunities to sell bricks, plaques, etc. While the facility has a good donor base, I believe that there should be private fundraising for this specific project before the organization goes to the state for public money.

"The grant funds and match will be spent directly on the construction of the porte coche and entrance lobby" is not enough information as it relates to the spending plan. There seems to be some detail left out as it relates to scheduling and cost for the project. The educational and community programming is diverse and expansive. This is commendable.

what is the relationship between the town and the theater and why did the town request the grant as a not for profit

This grant in my opinion is not ready to apply for state dollars. Without architectural plans, a detailed budget and construction documents it seems impossible to me to know how much to request which is why I gave a score of 76.

The project is worthy and seems to be needed.

Why was non-profit checked?

The application could have used more details around construction costs and schedule.

Grant shows need and the impact of expanding the center and approving the entrance. Costs of the project seem high for just entrance, are funds going to other phases not mentioned in the grant? Experienced leadership team. This grant fits in with the stated goals of the grant program. Great letters of support for the project, I especially liked the letter from LegoLand showing the value of the Theater to the overall community. Would have liked to see a local fundraising campaign as part of this overall effort.

I appreciate the quality programming in this theater and recognize its importance in the community, but I do question whether it is a strong fit for this grant at this time in their master planning process due to the following concerns:

Unsure whether this truly meets the 85% threshold for cultural use as it will serve as the entry to a facility that is for arts and recreation.  How real are the plans to convert some spaces to more art space?  That is the better fit for this grant.

Lacks completed architectural plans, which has led to a broad estimated budget.

They do have match, but as is often the case in this grant program, I would like to see more than a single donor.  There is also concern that when describing the donors they seem to describe the operational donors to the theater, showing many contributors, but that does not apply to this project.

As I read this grant request it appears the primary reason for the renovation is ADA compliance and ease for attendees.  It is not the state's responsibility to ensure the city of Winter Haven's facilities are compliant with laws covering special needs patrons.  I was surprised there were no letters of support from state elected officials to help ensure statutory compliance.
