The Volunteer Cops for marketing is a great idea.

I commend you on your numerous partnerships.

It would be beneficial to list your 18-19 programming or at least paet of it.

I really liked the video from the education department. Seeing all ages sing together ,"What a Wonderful World" is a beautiful thing.

Excellence:

• The structure of this narrative is off.  Goals are overarching broad aims while specific objectives, measurable in nature, should be nested under each goal as means to support and work towards the stated goal.  Here, it is hard to distinguish goals from objectives.
• A great deal of information is presented in the Activities section, some of which is better suited in other areas of the grant (exit interviews and surveys for instance)

Impact:

• How is the audience growing? Provide specifics.
• "Opera, with its integration of a variety of art forms..." - This is a broad generalization and not grounded in factual evidence.  You cannot make baseless claims in a grant application.  Here you would be better served identifying specific patrons (via surveys or interviews) who elected to come back due to the variety of presentation modes or techniques.  
• Give more specifics on the outreach program here (it was in the Excellence narrative).
• Besides hiring practices (and here you should be able to easily provide a number of average local salaries paid per fiscal year), what other local economic development is there?  Hotel stays, restaurant partnerships, etc.
• M/P is good and very specific.  Thank you.
