Strategic planning includes detailed, achievable goals for an organization of its size. Although it is largely volunteer-driven, there is clear evidence of a commitment to collections preservation and care due to participation in Connecting to Collections program.

Reviewer has some questions regarding student impact with relation to narrative versus numerical support. (The numbers in the impact seem low based on the activities outlined in the narrative--want to be sure that the organization is not shortchanging themselves by missing the numbers for a student population that is served.) While there is mention of underserved populations in the narrative and the provision of a low or no cost venue is worthy, perhaps some of the marketing efforts could be targeted more specifically to schools and local families as opposed to tourists more broadly. The reviewer understands that tourists are the bread and butter for a coastal community, of course.

In general, the museum has outlined very well the existing partnership agreements and has done an excellent job of using those relationships to obtain tangible and measurable benefits. In particular, the reviewer was impressed by the cooperative agreement with the DMO and the resulting staffing of the facility.

Evaluation program is robust for a facility of this size and data collection is very good. Only recommendation would be a clearer plan to evaluate the effectiveness of exhibits and/or student programs. Plan to participate in the MAP program and previously mentioned participation in C2C demonstrates a commitment to working with the standards of the field.

Applicant was proactive in addressing potential concerns related to budget items based on previous feedback.

The applicant indicated their activities would not occur between 7/1/2018 - 6/30/19. This precludes them from eligibility. After further review with panel, it was determined the applicants response concerning the time period was a typographical error.

This is a strong proposal from a small museum that has a large positive impact on its community. Its work is enhanced by strong partnerships with several city and county organizations and supported by a dedicated group of volunteers. The focus on growing staff, adding hours to part-time positions and increasing very modest compensation is appropriate. Of concern is how financial stability will be sustained in the long-term. Not every director will be able to work for partial compensation.

Proposed activities do NOT occur during the grant cycle. Or perhaps they checked the wrong box? Does this preclude them from funding?

Impact/attendance seems low.

I am surprised and impressed at what this organization has accomplished on such a small budget. As I review the budget, I think the funding has been well-spent and more staff is certainly needed.

Grant awards for operational support ensure that the Flagler Beach Historical Museum - FBHM can achieve the next level of organizational excellence to present schedule of history displays, events and interactive programs. I think they by accident clicked on the grant not be used in the grant cycle being applied to the application. As a non-government museum, they rely heavily on support from lease waiver and maintenance overhead.  Modest attendance, but very active.  Works well with others to ensure in-kind services are in place.  Just recently increased commitment to on-board additional paid staff to increase programming.  Very modest collection telling very important stories.  Impact is modest, but they are doing all of the right things in trying to reach out through partnerships, the chamber, schools and the City.  Although this organization has figured out how to sustain it's modest budget, it concerns this reviewer this model is unsustainable if partnerships dissolve or volunteers move on.  The fact the director donates 50% of her "billable" hours is one such concern, generous as it is. No concerns about ADA and accessibility.

Nice to see a growing organization put plans in place for the future. In future proposals it might be nice to see some description of the intended exhibitions, but it is obvious staffing is limited. You seem to be striving for excellence and to be a meaningful contributor to your community and to visitors as well.
