Clear mission and goals and objectives were mostly measurable with clear targets defined but some did not provide as much detail (for example - increased contact hours for MOCA Jacksonville's core educational programs - what percentage or what is meaningful growth?). Partnerships could have been defined beyond three programs, unless those are all that exist. For Impact - marketing plan was not layed out with clear approach aside from social media/website plan, some program numbers were not included even though those programs were listed as key elements to the plan like the MOCA camps. Listed a 3 million ROI to the economy but did not describe how this figure was calculated or where it was drawn from.
